Here’s the info we have:

Who (from left to right):

Chandra (dark red & white sari), Vishnu Rati (blue & white sari), Devaki (white & yellow sari), Tyaga (yellow & white sari), Laksmana (white & red sari).

What: Stick dancing during a Harinam Sankirtan procession.

When: Circa, mid 1980s.

Where: Wheeling, West Virginia.
